Release the notary that accepted this on-demand request and return the item
to the searching pool so a different notary can pick it up.
This action is only available for ON_DEMAND items in MATCHED status, and
only to the borrower (schedule setter) for the item. It reverses the accept:
the matched notary is removed from the item and the on-demand search re-runs.
